The budget is a financial institution that provides a smooth functioning of the state. Through budget redistributes between 30% and 50% of national income. In the budget in a systematic manner the republican expenditures and revenues of the Republic that Serbia will have in the future one-year period. The classic understanding of the budget based on the assumption that the budget is an act which provides for and granted, unaperd and for a certain period of time, the public revenues and public expenditures of the state. The procedure in the preparation of the budget is very complicated, there are certain laws and rules that must be followed when drafting the budget, its enactment, execution and control. Today's a big problem in most countries and even in the budget of the Republic of Serbia is a chronic occurrence budget deficit, which is the trigger both internal and external imbalances.
